But not hyperscale datacentres.

Several independent reviewers have identified drafting issues that may affect the enforceability of the proposed by-law.

Given the purpose of the ICBL, those issues should be resolved before Council finalizes the language.

The vulnerability stems from the draft’s definition of AI datacentres as facilities used for AI “development.” This misses deployment, training, and inference, which are the most common uses.
